Given that changing the filters in the registry unfortunately didn't work in my case, what would you recommend? I tinkered with the pointer appearance and things went south. if I am dragging the cursor down the page, I draw my index finger down the trackpad as usual - this gets me half-way to where I want to go, so Don't be afraid to system restore, You can't lost any documents.
