You've been far more helpful than all the "experts" out there, including the MS Answer Desk, which is a joke! But for a lot of affected users, the following fix has been worked, we're covering it here. you cannot claim to have a fix for a specific issue and then say "reinstall windows". Is there a program I need to uninstall that wasn't originally listed?

To do this: Right Click on Desktop > Personalize > Themes > Theme Settings > High Contrast (I picked High Contrast White). It has advantages, like improved security, but it can also go wrong.
